			<content:encoded><![CDATA[<p>VANCOUVER â€” The City of Vancouver is launching an $800,000 pilot program to expand electric charging stations across the city in an effort to encourage the use of the zero-emission vehicles.</p>
<p/>
<p>Up to 67 charging stations will be installed in various spots around the city by the end of 2013 â€” placing Vancouver firmly in the forefront in Canada, and possibly, North America.</p>
<p/>
<p>“The reality is Vancouver and B.C. are leading the country on this,” said Berry Vrbanovic, president of the Federation of Canadian Municipalities, which is kicking in $350,000 for the project.</p>
<p/>
<p>He noted that Vancouver’s mild climate and traffic patterns make it the ideal location for the pilot.</p>
<p/>
<p>“It provides an opportunity for Vancouver to do a lot of groundbreaking work in the next couple of years and to learn from that in a way that can be shared with other municipalities as electric vehicles become more common in the marketplace,” he said.</p>
<p/>
<p>There are an estimated 100 fully electric vehicles currently on Lower Mainland roads right now. Vancouver’s target is to have electric vehicles make up at least 15 per cent of all new vehicle sales by 2020.</p>
<p/>
<p>“The pilot is another significant step forward toward our goal of supporting sustainable transportation options for all Vancouver residents,” Mayor Gregor Robertson said in a release.</p>
<p/>
<p>According to the city, 95 per cent of vehicle trips in Vancouver are of less than 30 kilometres while 70 per cent are of less than 10 km. Fully charged electric vehicle batteries can travel as far as 100 to 160 km.</p>
<p/>
<p>The trial, dubbed Charge and Go Vancouver, will assess the opportunities, barriers and cost of installing the charging stations. It also will use the data collected to determine the best locations for future use.</p>
<p/>
<p>The new stations will be located in on-street and off-street parking spaces, including at community centres, parks, and new multi-family homes.</p>
<p/>
<p>A city spokeswoman said there are already a few charging stations available in the city. Both stations charge $1 per hour to charge a vehicle.</p>
<p/>
<p>The B.C. government also provided $261,000 toward the project, BC Hydro $119,000, and the City of Vancouver $70,000.</p>

Said Gingrich: “You can’t put a gun rack in a Volt.”</p>
<p>GM’s comeback from spokesman Selim Bingol in the GM/BTW blog: Why would you?</p>
<p>Meanwhile, the unidentified guy in the video above asked: Why not? He says his Volt gun rack is “in response to Newt Gingrich’s cheap shots at the American-designed, American-made and American-powered Chevrolet Volt, claiming you couldn’t put a gun rack in the back. … I prove he doesn’t know what he’s talking about.”</p>
<p>Bingol’s post ticks off Volt virtues (a good ride for a hunting isn’t one of them) and ridicules Gingrich:</p>
<blockquote><p>Newt Gingrich has taken up saying that “You can’t put a gun rack on a Volt.” That’s like saying “You can’t put training wheels on a Harley.” Actually, you can. But the real question is, “Why would you?” In both examples:</p>
<p>It looks weird</p>
<p>It doesn’t work very well, and</p>
<p>There are better places for gun racks and training wheels — pickup trucks and little Schwinns, respectively.</p>
<p>Seriously, when is the last time you saw a gun rack in ANY sedan?</p>
</blockquote>
<p>Bingol also echoes CEO Dan Akerson’s in saying GM did not “engineer the Volt to be a political punching bag,” but we can only say good luck with that.</p>
<p>GM will be punch drunk by the end of the presidential campaigns. Democrats and Republicans both think they can score with their positions on the auto industry bailout and subsidies for electric vehicles. GM is gonna be in the middle of that, whether it wants to be or not.</p>

<p>Electric car maker Tesla is defending claims its cars become immobilised if the battery ever becomes completely discharged. This results in a battery replacement cost of about one-fifth the car’s $206,000 sticker price.</p>
<p>Tesla owners in the US who have parked their vehicles with low battery power remaining – for as little as a week – have found their cars had become “bricks” that could not be re-charged.</p>
<p>Tesla Australia national sales and marketing manager Jay McCormack said the battery maintenance was explained as part of the company’s customer handover and the car emitted a number of warnings about requiring recharging.</p>
<p>“We explain through our customer ownership experience the recommendations for maintaining the battery,” he said.</p>
<p>“Like all cars, they require some level of care – for us, electric vehicles should be plugged in and charging when not in use, that’s for maximum performance and all batteries are subject damage when at low levels for a long period of time, anything longer than a week for a charge to be kept at zero.”</p>
<p>While there is only one EV on sale in Australia at the moment, Mitsubishi’s tiny i-Miev, several new models arrive this year, a trickle that will soon become a steady flow.</p>
<p>The i-MiEV and it is covered by the company’s 10 year or 100,000km powertrain warranty but what the company calls “the Main Power (Traction) Battery” is only covered for five years or 100,000km.</p>
<p>Mitsubishi’s EV product manager Ashley Sanders said the i MiEV would be unlikely to experience the Tesla’s problems.</p>
<p>“We’ve got a fundamentally-different design to the Tesla, our understanding is that they don’t have the same 12-volt system as we do in our car, with our car all the ancillary devices from the 12-volt battery.”</p>
<p>“As far as the main traction battery goes, in terms of the lithium-ion batteries if you let it go completely to zero it becomes a brick effectively, we have systems in place that doesn’t allow that to happen, except in really long time periods, years rather than weeks or months,” he said.</p>
<p><strong>‘Sequence of warnings’</strong></p>
<p>Nissan’s Leaf electric vehicle has a clause within its US warranty that details what is not covered –  damage or failures resulting from “leaving your vehicle for over 14 days where the lithium-ion battery reaches a zero or near-zero state of charge.”</p>
<p>Nissan Australia spokesman Jeff Fisher said there had been no experiences of battery problems with the Leaf.</p>
<p>“We had a situation where the 12-volt battery went down and the lithium-ion battery was low, we replaced the 12-volt and it brought the system back on-line,” he said.</p>
<p>“There are a sequence of warnings before the main drive battery gets too low, then it goes into limp-home mode, you have to be pretty careless to get into that situation – the production cars will have a series of warnings as well,” he said.</p>
<p>Holden’s incoming Volt uses a battery-powered electric motor to drive the wheels but has a petrol engine on board purely capable of charging the battery and extending the range.<br/>Holden spokesperson Emily Perry said the Volt’s drivetrain will not suffer from such an issue.</p>
<p>“The battery has a buffer at the lower end of the state of charge to prevent it ever being fully discharged,” she said.</p>
<p>In the US Tesla has countered that “all automobiles require some level of owner care.”</p>
<p>The all-electric car company also said its cars had low-charge (below five per cent) warnings but that electric vehicles should be plugged in and charging when not in use for maximum performance.</p>
<p>“Tesla batteries can remain unplugged for weeks (even months), without reaching zero state of charge,” the company said in a statement.</p>

<p>WASHINGTON, Feb. 22, 2012 /PRNewswire-USNewswire/ – The Association for Demand Response  Smart Grid (ADS) today announced a “Call for Creative” as a follow on to its recently issued Call for Papers. Both of the issuances are in conjunction with the 9th annual National Town Meeting on Demand Response and Smart Grid occurring from June 26-28 in Washington, DC.</p>
<p>Members of the DR and smart grid community have witnessed a dramatic shift in the importance of engagement with consumers and stakeholders in recent years. ADS is now offering the opportunity for companies and organizations to share with the rest of the DR  SG community what they have created or commissioned.     </p>

    This “Call for Creative” is a chance for marketing and communications departments, nonprofit advocacy groups, technology companies, creative agencies, public relations firms, and others to submit work that they have done or will be doing and have it be recognized by practitioners, stakeholders, policymakers, and others. ADS hopes this will also encourage groups to undertake new efforts using the ideas expressed in the “National Action Plan Communications Action Guide Part I” that ADS released in July 2011.</p>

<p>A new report from the GridWise Alliance, though, offers <a title="GridWise Alliance" href="http://gridwise.org/documents/GWArelease_valuepropositionpaper_2_12." target="_blank">some tantalizing hints of the benefits an advanced and intelligent energy grid could provide</a>.</p>
<p>Based on interviews with GridWise Alliance members, several utilities and state regulators, “Realizing the Value of an Optimized Electric Grid” highlights some of the early results coming in at this stage of smart-grid development in the US. Among the real-world — rather than predicted or expected — payoffs reported so far:</p>
<ul>
<li>A 20 percent reduction in energy consumption as a result of Pacific Gas  Electric’s energy efficiency program;</li>
<li>A 47 percent reduction (equal to 33 minutes) in the average duration of power interruptions for customers, courtesy of Southern California Edison’s distribution automation improvements;</li>
<li>A 9 percent reduction in overall energy consumption following Oklahoma Gas and Electric’s (OGE) implementation of demand response; and</li>
<li>An overall energy consumption reduction of 1 to 2 percent due to OGE’s use of voltage/volt-ampere reactive (Volt/VAR) control. (Volt/VAR applications use real-time data to minimize power losses and maximize distribution efficiency on the grid.)</li>
</ul>
<p>While that last figure might not sound impressive, it’s significant because “it is achieved without any customer involvement,” states the GridWise report:</p>
<p>“OGE’s experience highlights the potential energy savings if utilities across the country could achieve similar results with volt/VAR programs, however, it is understood that actual results will vary due to different utility service areas and operating conditions.”</p>
<p>“Grid modernization is imperative in the United States,” said James W. Morozzi, president and CEO of the GridWise Alliance. “Our economy and quality of life depends on a robust, optimized and modernized electric grid. This is an important time as decision makers look for data from completed projects to ensure that their upcoming initiatives are deployed efficiently and effectively.”</p>
<p>The GridWise coalition includes more than 100 utility companies, tech firms, academics and other members advocating for an updated US electricity grid.</p>

	Two computer science students at Missouri University of Science and Technology have received National Science Foundation funding to support their research to create a future “smart” electric power grid.</p>
<p>
	 Tom Roth of St. Louis, a Ph.D. student in computer science, received the NSF Energy Research Consortium’s FREEDM System Center Graduate Fellowship for the 2012-2013 academic year. The fellowship provides $5,000 in funding for Roth’s studies.</p>
<p>
	 Michael Catanzaro of St. Louis, a junior in computer science, received a $4,000 award from the FREEDM Undergraduate Research Scholars Program to support his research.</p>
<p>
	 FREEDM stands for Future Renewable Electric Energy Delivery and Management. The FREEDM center, established in 2008, involves seven U.S. and European universities working together to transform the nation’s power grid into a distributed system – an Internet for energy – that will speed renewable electric-energy technologies into homes and businesses across the U.S. Missouri ST is part of the effort, which is led by the FREEDM Systems Center at North Carolina State University.</p>
<p>
	 Both Roth and Catanzaro are involved in developing methods that would allow homes connected to the future smart grid to schedule energy usage to conserve power or run appliances during off-peak hours. For example, a home connected to the smart grid could decide that the refrigerator compressor turns on only after the washer has completed its spin cycle, says Dr. Bruce McMillin, a professor of computer science at Missouri ST.</p>
<p>
	 Under McMillin’s direction, Roth and Catanzaro are developing the sophisticated scheduling algorithms that would make the smart grid work. Roth is also focusing on security issues associated with the system, and Catanzaro is looking at “plug-and-play” implementation that would allow the grid to recognize appliances plugged in to the network the same way a computer recognizes a USB device when it is plugged in.</p>
<p>
	 The FREEDM Systems Center Graduate Fellowship is designed to help increase the number of outstanding and underrepresented Ph.D. students in the FREEDM Systems Center. The Undergraduate Research Scholars Program is designed to immerse undergraduate student researchers in the culture and programs of the center.</p>
<p>
	 As part of the FREEDM Systems ERC, Missouri ST’s computer science department plays a major role in the development of distributed grid intelligence.</p>

	 Missouri ST’s participation in the FREEDM effort is led by Dr. Mariesa Crow, the Fred W. Finley Distinguished Professor of Electrical and Computer Engineering at Missouri ST and director of the university’s Energy Research and Development Center.</p>

A community-owned electric utility cares about its customers and recognizes and shares your desire to keep operations running 24/7, if necessary. <p>That expertise extends beyond just design of electricity feeds. Community-owned utility personnel will work with customers to assure that electricity is used as efficiently as possible. Lighting design, building envelope standards, motor sizing all affect the amount of money you spend on electricity. <p>These public power utilities are each a little different, just as their communities are different from one another. In general, though, theyâ€™re governed by a city council â€” or perhaps by a separate board of local residents and businesspeople who are elected or appointed. Either way, theyâ€™re answerable to local people, including their local customers.</p>

If the goal is helping businesses to prosper, a great place to start is by leaving more money in their bank accounts. â€œWe can offer the lowest wholesale electrical rates in the state,â€� says Susan Borries Reed, manager of economic development and member services for the Indiana Municipal Power Agency (IMPA), which provides public power utilities with energy and services. â€œWeâ€™re attractive for manufacturing due to the competitive rates.â€�
</p>

â€œOur rates are about 25 percent lower than the national average,â€� agrees Roger Christianson, manager of economic development for the Omaha Public Power District (OPPD). Similar situations hold true across the country, where public power rates tend to be nicely competitive compared with rates of investor-owned utilities.</p>
<p>
How can they hold rates as low as they do? For starters, profit motive. Or to put it more accurately, lack of profit motive. Public power providers donâ€™t have investors who expect a return on their investment. â€œAs a public power entity, we donâ€™t have stockholders, so the money we make goes back into the business to increase reliability and keep rates low,â€� Christianson explains.
</p>

In fact, those local governing boards that make the decisions are motivated to keep rates as low as possible. That commitment enters into most of the decisions that they make.

For example, Reed mentions her agencyâ€™s decision to invest in state-of-the-art, coal-fired technology at a plant that happens to sit right next to a 30-year supply of coal. In an era of volatile energy prices, â€œwe have a predictable cost of fuel,â€� she notes.

<span class="adArticleSubhead">The Right Assistance</span><br/>
Low rates are just part of the bottom-line equation. The other way to lower utility bills is simply to use less energy. Sounds simple, yes, but itâ€™s easier said than done. Thatâ€™s why many public power providers offer energy-efficiency assistance to their commercial and residential customers. Theyâ€™ll help customers uncover ways to cut their usage, and often will even help pay to make it happen.
</p>
<p>
Take Greenville Utilitiesâ€™ E-300 program that helps residential and business customers alike achieve outstanding efficiency. It begins when builders submit a plan to an energy specialist, who runs a computer load calculation and makes recommendations for insulation improvements and other efficiency measures that range from HVAC enhancements to solar orientation to more efficient lighting. The structure is inspected throughout the building process, and if its efficiency meets the requirements, the owners are rewarded not only with lower energy bills but also cash incentives. The E-300 program has been around for more than three decades, the longest-running program of its kind in the country.

Then thereâ€™s the W.I.S.E. program in Oklahoma â€” thatâ€™s short for â€œWays I Save Energy.â€� Jennifer Rogers, media specialist with Oklahoma Municipal Power Authority (OMPA), says the program offers both loans and rebates to customers who install energy-saving heat pumps. The most generous incentives, up to $800 per ton, are awarded for the use of geothermal heat pumps, but those who pick air-source and dual-fuel heat pumps also cash in. Even standard air conditioners are worthy of rebates if theyâ€™re efficient enough.

Oklahoma Municipal Power Authorityâ€™s Demand and Energy Efficiency Program (DEEP) is potentially even more generous. The program, which OMPA member utilities can offer their customers, encourages commercial users to take whatever steps they can to reduce their electric load, such as installing high-efficiency lighting, pumps, motors, compressors, chillers, and HVAC units. Rebates with matching funds can total as much as $100,000 a year. â€œIf theyâ€™re installing lights, chillers, upgrading motors, we calculate a way to get them some money,â€� Rogers says.
</p>
<p>
It may sound counterintuitive for a business â€” even a non-profit, publicly owned one â€” to work so hard to sell less of its product. But consider what it costs to build power generation facilities, and it starts to make a bit more sense. â€œIt helps us to put off the need for additional generation,â€� IMPAâ€™s Reed says. And thatâ€™s good for all parties involved.
</p>

<span class="adArticleSubhead">The Right Attitude</span><br/>
â€œThe public purpose piece is important,â€� Reed says. Thereâ€™s no split allegiance between stockholders and customers. â€œWeâ€™re answerable to ratepayers.â€� And those ratepayers, whether residential or commercial, tend to be neighbors because of the highly local nature of public power, she explains.
</p>
<p>
â€œWe have the benefit of having local people living in the community where they provide service to manufacturers and other industrial customers,â€� Reed says. â€œYou go to church with these people, and thereâ€™s a lot of interaction. And they care about you being part of the tax base. Keeping business and commercial customers in the community is important to the tax base and to the health of the overall community. People have a real sense of appreciation for industry coming here, so they work very closely to make them happy.â€�

<p>
OPPDâ€™s Christianson adds, â€œOur board comes from around the 13 counties we serveâ€¦Theyâ€™re friends and neighbors and are a phone call away.â€�
</p>
<p>
Local decision-making can translate into an increased ability to negotiate the right deal for business customers, according to Greenvilleâ€™s Cannon. â€œWe can get very creative. With local governance and a local board of directors, we have local approval of incentives.â€�
</p>
<p>
â€œWe have a little more flexibility when it comes to things like putting rates in place,â€� explains Reed. â€œMunicipalities can go through a local ratemaking process and have a little flexibility in adopting rates. It allows them to be a little more nimble than investor-owned utilities can be.â€�
</p>
<p>
That customer-focused attitude often includes especially attentive service for large, industrial customers. â€œWe can work one-on-one with industrial customers and get a sense of what will help them get their overall costs down,â€� Reed notes. Christianson says OPPD also has account executives who work with the largest customers.

			<content:encoded><![CDATA[<p>      Vancouverites can now add electric vehicles (EVs) to their list of transportation options as public charging stations begin to pop up throughout the city.

The city aims to install 67 charging stations for Level 1 (110V) and Level II (240V) EVs by the end of next year at public places like parking lots, parks and residential areas. The price of charging will vary depending on location.</p>
<p>
“As Vancouver strives to become the greenest city in the world by 2020, we need to ensure the city’s infrastructure will support and accelerate the shift towards (carbon-free) transportation options such as EVs,” said Mayor Gregor Robertson.</p>
<p>
“Vancouver has the highest adoption rate of hybrid vehicles, so we expect that to be the case for EVs as well.”</p>
<p>
The $800,000 pilot project is funded by a federal investment of $350,000, $261,000 from the province, $119,000 from BC Hydro and $70,000 from Vancouver. </p>
<p>
There are currently four EV charging stations available in Vancouver. </p>
